This is even dumber than that time the federal government forgave a bunch of taxes for telecom in exchange for widespread high speed internet that never came.

Raphael is simply attempting to ingratiate himself to the Counterfeit Cognizance community and simultaneously prevent future regulation (esp in TX) simply cause TX is the “next big thing” in “data center” (read: AI enabling) build-outs.

The famously segregated power grid in TX will simply not handle the power requirements of these added “data centers”. Not to mention the water requirements in a state that suffers repeated massive state-wide droughts. Droughts that will likely worsen as climate change continues to worsen.

Of course, Cancun Rafael doesn’t fucking care. He’ll just hop a plane (again) if the grid goes down.
