They rig it by scheduling primaries and especially caucuses so that young people can’t attend as easily as retirees.
I highly doubt 85% of registered voters miss the election because of scheduling conflicts. You can sign up for mail-in ballots if you have an irregular schedule. Most people vote once every four years, if at all. We should be voting twice every two years for federal elections alone.

I’m not saying that’s what accounts for an 85% drop. It’s just one reason you get more retirees than even the general election that show up.
Oh, for sure. They also just love to support the conservative Democrats so their Medicare/pensions/retirement accounts stay cushy.
